Pursuant to the Order of United States District Judge Dean Whipple, an investigation concerning allegations of micro-management and patronage by the Kansas City Missouri School Board will be conducted by Richard Marien.

The District Court has described "micro-management" as follows:

Any action taken by a school board member or group thereof that (1) exceeds authority as set forth in Mo. Rev. Stat. § 162.511; or (2) is contrary to school district policy or procedure.

The District Court has described "patronage" as follows:

The system whereby contracts, employment, or favors are given or requested by constituents or given to constituents, friend, families of individual board members or a close acquaintance without following the prescribed procedure on how employment is to be pursued in the school disctrict or how contracts are supposed to be let.
